These terms govern an agency's use of the PatrolNav agency portal and the PatrolNav licenses it issues to its officers. They are between Young Ventures, Inc. ("PatrolNav", "we") and the law-enforcement agency that registers an account ("Agency", "you"). By registering an agency or accepting an administrator invitation you confirm you are authorised to bind the Agency to these terms. Each officer who uses the app also accepts the PatrolNav terms of service and privacy policy.
1. What PatrolNav is and is not
PatrolNav is a commercial navigation and situational-awareness app with optional real-time location sharing between officers in a squad. It is not a CJIS-authorized system, not a records-management or dispatch system, and not an evidence system. Do not store or transmit criminal justice information, case data, or any other regulated data through PatrolNav. Data is hosted on the commercial providers listed in our subprocessor list.
2. Accounts, administrators and seats
- The Agency designates one or more administrators. Administrators manage seats, squads, billing and other administrators, and must use two-factor authentication.
- A seat is a license for one named officer. Administrators invite officers by work email; the officer claims the seat and signs in to the app with their own credentials.
- The Agency is responsible for keeping its seat list current and for removing officers who leave. Removing a seat ends that officer's agency license immediately.
- Officers may also hold a personal PatrolNav subscription; an agency seat does not change what the officer can see or do in the app beyond unlocking paid features.
3. Trial, fees and billing
- New agencies receive a free trial (currently 30 days, up to 25 seats). No payment details are required and nothing is charged automatically when the trial ends; licenses simply stop until a plan is purchased.
- Paid plans are priced per seat per year, with a minimum number of seats shown at checkout. Fees are charged in advance for the coming year by card through Stripe, or by invoice or purchase order where we have agreed to that.
- Seats may be changed at any time, subject to the minimum and to the number of officers currently licensed; changes are prorated for the remainder of the current term.
- Government agencies are treated as tax-exempt by default. Fees are non-refundable except where required by law or stated otherwise in writing.
- If a renewal payment fails or an invoice is unpaid, we will notify the administrators. Licenses are suspended if payment is not received within 14 days of the due date and restored when payment is made.
4. Acceptable use
- Use PatrolNav only for lawful navigation and coordination of your own personnel.
- Do not share seats between people, resell licenses, or attempt to access other agencies' data.
- Do not use PatrolNav to track anyone who is not a consenting member of a squad in your agency.
5. Data
- The Agency owns its agency records (agency details, seat list, squads). PatrolNav processes them only to provide the service, as described in the privacy policy and subprocessor list.
- Live location is shared only with members of the same squad while an officer has sharing switched on. We do not retain historical location tracks and cannot produce them.
- We do not sell personal or location data.
- On request from an authorised administrator we will export the Agency's seat and squad records, and delete agency records within 30 days of account closure, except billing records we must keep by law.
- We will notify administrators without undue delay, and in any case within 72 hours of confirming it, of any security incident affecting Agency data.
6. Service changes, suspension and termination
- We may improve or change the service and will give at least 30 days' notice of material reductions in functionality.
- Either party may close the agency account at any time by written notice; the Agency by emailing kyle@patrolnav.com from an owner's address. Prepaid fees for the remainder of the term are not refunded unless we terminate without cause.
- We may suspend access immediately for non-payment, a security risk, or a breach of these terms, and will tell the administrators why.
7. Warranties and liability
PatrolNav is provided "as is". Navigation, map data and location sharing depend on third-party data and device connectivity and may be inaccurate, delayed or unavailable; officers must use their own judgement and the Agency's own procedures. To the fullest extent permitted by law, PatrolNav disclaims implied warranties and is not liable for indirect, incidental or consequential damages, and our total liability under these terms is limited to the fees the Agency paid in the twelve months before the claim.
8. General
- These terms are governed by the laws of the State of California, without regard to conflict-of-law rules, except where the Agency's governing law is mandatory for a public body.
- If the Agency requires its own procurement terms, purchase-order terms or a signed agreement, contact us; a signed agreement prevails over these terms where they conflict.
- We may update these terms. Material changes are announced to administrators by email at least 30 days before they take effect; continued use after that date is acceptance.
